This study aims to examine how gender and the division of household chores permeable husband-wife happiness, the 2010 Merapi Eruption victims, living in Dongkelsari, a permanent relocation, and now are facing the impact of Covid-19. The survey was conducted on 90 respondents, who were randomly selected. Data were collected through observation, questionnaires, interviews, and documentation. They were analyzed using binary logistic regression. The results showed that four household chores permeable husband-wife happiness, namely: preparing breakfast by the wife who used to work, 11 years and above of marital age, owning goats, land, chickens, TV, cellphone, motorcycle, family members more than five, high incomes, have cars, jewelry, savings, and now being housewives tend to be less happy. Cleaning the house by a wife who owns a motorcycle, age is over 31 years old, has goats, savings, higher education, high income, refrigerator, and cow livestock tends to be happy. Doing laundry by husband and wife tends to make his/her happy. Fixing the house by a husband-wife who owns poultry tends to be unhappy. Spouses with 4 or more children tend to be less happy. Wives have no land but have bicycles and motorcycles tend to be happy. Overall, wives tend to be more persistent in struggling to deal with the impact of Covid-19 for the sake of their families than husbands. This situation should be a lesson on how important gender equality is for husband-wife happiness
Leslie Retno Angeningsih, Agustinus Bima Nugraha

Poverty and limited access to welfare make it difficult for most poor people in Indonesia to meet their basic needs, especially food needs. One of many efforts made by government, especially in the Ministry of Social Affairs to overcome the problem of poverty and improve people's food security, is through a social welfare program namely Non-Cash Food Assistance (BPNT). This study aims at finding the empirical evidence for the measurement of the key performance indicators of the BPNT in Indonesia. This study is a quantitative approach involving 1530 subject respondents, consisting of beneficiary families, program assistants, and stakeholders from 34 cities/districts. Samples were determined by a multistage sampling in randomized. A questionnaire was used to collecting the data. Collected data were analyzed confirmatory factor analysis using Lisrel 8.50. Fitness of the measurement construct is determined based on nine criteria of fitness. The results prove that the construct for measuring the performance of the BPNT in Indonesia is formed by seven indicators, namely right target, right quantity, right price, right administration, right time, right quality, and right benefits (abbreviated as 7R). The test results prove, that all the criteria for the fit of the model are met. This means the performance of BPNT program could be measured using these seven aspects so that it can be known how well the process of the food welfare program in the field is. This evidence of measurement construct is also a form of instrument validation which can then be recommended for use in future BPNT program evaluation activities
Istiana Hermawati, Ikhsanudin, Safa’at Ariful Hudha, Risnandar

The limitations of local governments in fulfilling public or economic services, etc., have an impact on the inequality of distribution of development results and public services. Therefore, it is important to have Inter-Regional Cooperation to cover the limitations of inequality in economic development, environmental problems and limited regional potential. From some methodological used by previous researchers, they are founded the problems of cooperation, but neglected to see what factors influenced the failure of cooperation. From these problems, the author relates the perspectives of trust and social capital as resources that can be used by actors to help them achieve their goals. The method used by the author is descriptive with a library research approach. In this study, the author uses the literature research method to identify the perspective of trust and social capital in strengthening the inter-regional cooperation institutions in Indonesia. The results of the studies are: First, in the establishment of Inter-Regional Cooperation it is necessary to involve social organizations following Putnam's argument as a support for the established cooperation institutions. Second, the obstacles faced by cooperative institutions in order to realize their goals are due to the weakness of social capital and trust as the basis for building networks between social organizations. Third, trust and social capital are very important values to improve the performance of Inter-Regional Cooperation, especially with regard to costs
Agustinus Bima Nugraha
