Abstract
Implementation of ICT in local governance have an impact on the ease of citizens to convey various information and aspirations of the citizens , so that the demands of citizens to the local government is getting higher . That requires the capacity of local authorities to respond to the citizens’ aspirations . Thus the implementation of ICT should encourage the transformation of the bureaucracy . Research focuses on the extent of implementation of ICT affect the transformation of the bureaucracy ? The research method with mixmethod of quantitative and qualitative analysis techniques. The object of research is the implementation of ICT to drive the transformation of the bureaucracy in Yogyakarta . The research subject all structural officials, with informants in of Yogyakarta city 70 peoples . The results showed that the implementation of ICT in Yogyakarta influence on the transformation of the bureaucracy by 20 % . Low influence due to the dominance of the culture of patronage so that the dependence on the leadership is quite high, in addition to the hierarchical organizational structure, capacity of local government officials is low, and there is no delegation of authority from the leadership to the middle leaders and centralized regulation.
