Abstract

This study examines the dynamics of community responses in Padukuhan Tegalrejo, Tamanmartani Village, Sleman, to the construction of the Jogja–Solo toll road, which has significantly impacted their living space and socio-economic structure. Using a qualitative narrative approach, data were collected through in-depth interviews and life history accounts of affected residents. The findings reveal three main patterns of response: adaptation, resistance, and co-optation. Adaptation is reflected in relocation, adjustment of access routes, and the use of compensation funds for business or household needs, although it does not always lead to improved welfare. Resistance emerges in the form of protests against land acquisition, demands for connecting infrastructure, and objections to environmental impacts, but is often weakened by dominant power structures. Co-optation occurs through the role of local leaders and village government mediation, which standardizes community aspirations and reduces space for critical participation. The toll road construction not only physically divides the village but also reproduces power relations, creates social fragmentation, and transforms the local spatial identity into part of the national economic network. These findings highlight the need for genuine participatory approaches in large-scale infrastructure projects to minimize social losses and preserve community cohesion.findings highlight the need for genuine participatory approaches in large-scale infrastructure projects to minimize social losses and preserve community cohesion.
